Key Points

  • Croydon Council has scaled back a controversial yellow box junction near East Croydon station on Addiscombe Road following widespread criticism over unfair fines.
  • The junction generated nearly £2 million in fines for the council over the past decade, with 26,244 penalty charge notices (PCNs) issued since enforcement began on 17 January 2017.
  • Traffic campaigner known as the Yellow Box Guru, Sam Wright, revealed the revenue figures via a Freedom of Information request and praised the council’s changes, urging other councils to follow suit.
  • London Tribunals ruled in March that the yellow box was “disproportionately large” and “fundamentally flawed,” particularly the half extending over a private driveway to No.1 Croydon, ordering the council to cancel PCNs and refund £160 in one case.
  • Adjudicators found the box did not comply with Highway Code requirements, as it covered an area outside a public road junction, making enforcement invalid for that section.
  • Croydon Council accepted the tribunal’s decision, cancelled the motorist’s PCN, and stated their highways department would review the issues to understand the scale and implications.
  • The Local Democracy Reporting Service (LDRS) first reported the tribunal’s criticism and the campaigner’s findings.

Croydon (South London News) April 28, 2026 – Croydon Council has reduced the size of a notorious yellow box junction on Addiscombe Road near East Croydon station after years of controversy over its enforcement. The junction, which raked in nearly £2 million in fines over the past decade, was deemed partly illegal by London Tribunals, prompting the council to cut it in half.

Why Did Croydon Council Scale Back the Yellow Box Junction?

The decision follows sustained pressure from motorists and campaigners who argued the junction unfairly penalised drivers.

As reported by Harrison Galliven of MyLondon News via the Local Democracy Reporting Service (LDRS), the Yellow Box Guru told the LDRS: the changes were a positive step, and he warned other councils to review similar setups.

The campaigner, identified as Sam Wright in multiple reports, first highlighted the issue after assisting a motorist whose appeal was initially rejected by the council but later upheld by tribunals.

London Tribunals’ ruling in March criticised the box as “disproportionately large” and positioned incorrectly over the access road to No.1 Croydon, the building known as the “50p building” due to its shape.

Adjudicators noted that while one half of the box aligns with a public road junction, the other half lies outside, over a private driveway, violating standard guidelines.

In a specific case, the tribunal ordered Croydon Council to “issue a £160 refund without delay” after finding the enforcement flawed.

The LDRS first reported the tribunal’s findings, detailing how the automatic number plate recognition (ANPR) camera had been issuing fines since 2017.

According to InsideCroydon, Jason Perry, Croydon’s former Mayor, oversaw the scheme during a period when the council faced financial pressures, including refunds for other unlawful low traffic neighbourhoods (LTNs).

What Revenue Did the Junction Generate?

Freedom of Information data obtained by Sam Wright revealed 26,244 PCNs issued at the site, generating approximately £1.9 million at full or discounted rates. Enforcement started on 17 January 2017, with fines set at £160 for stopping in the hatched area unless the exit was clear or a right turn was being made – neither applicable here. The Evening Standard reported that the figures underscored calls to scrap the box entirely, with Wright stating:

“There’s no other reason for that part of the box than to make money”.

Yahoo News corroborated the £1.9 million total, noting uncertainty over how many fines stemmed from the invalid private road section. The revenue supported a cash-strapped council, but repeated successful appeals have now forced a reevaluation.

How Did London Tribunals Rule on the Appeals?

London Tribunals, which handles PCN appeals across the capital, has overturned multiple penalties for this junction. In the key March ruling, adjudicators described the box as “fundamentally flawed” and disproportionately sized, making the left turn into Addiscombe Road more difficult than necessary. As per InsideCroydon, the tribunal emphasised that yellow boxes must strictly keep junctions clear per the Highway Code, and this one failed by encroaching on private land.

A council spokesperson responded to the Evening Standard:

“We accept the adjudicator’s decision and have cancelled the motorist’s penalty charge notice. Our highways department will review the issues raised to fully understand the scale of the issue and its potential implications”.

This acknowledgement led directly to the physical reduction of the box.

What Changes Were Made to the Junction?

Croydon Council has now halved the yellow box, removing the contentious section over the private driveway. The Yellow Box Guru praised this via the LDRS, noting it addressed the core flaws identified in appeals. Motorists had complained that the layout, combined with ANPR cameras, created a “trap” that caught legitimate turns.

The adjustment aligns the remaining box with legal standards, covering only the public road junction. No further details on the exact implementation date were provided, but the move follows the tribunal’s directive and campaigner advocacy.

Who Is the Yellow Box Guru and What Role Did He Play?

Sam Wright, known online as the Yellow Box Guru, has become a prominent figure challenging flawed junctions nationwide. He was first alerted by a driver fined at the Addiscombe Road site, whose informal appeal failed, but the tribunal case succeeded. Wright’s FOI request exposed the £1.9 million haul, prompting wider scrutiny.

His efforts mirror broader concerns, as seen in RAC reports on enforceable yellow boxes, though this case is specific to Croydon. Wright advised on multiple successful appeals, proving the box’s non-compliance.

Background of the Development

Yellow box junctions have been a staple of UK traffic management since the Highway Code’s guidelines, designed to prevent gridlock by barring entry unless an exit is clear. In Croydon, the Addiscombe Road box was installed in 2017 amid council efforts to boost revenue from enforcement cameras. Criticism mounted as appeals revealed inconsistencies, particularly the private land extension, echoing issues in other London boroughs like Bromley.

The tribunal’s intervention marks a rare instance of physical alteration based on adjudicator findings, influenced by campaigners like Wright who use FOI data to expose discrepancies.

Prediction for Croydon Motorists

This development can affect Croydon motorists by reducing future PCNs at the site, as the scaled-back box complies with tribunal standards and Highway Code rules. Drivers turning left into Addiscombe Road face fewer risks of fines from the ANPR camera, potentially saving individuals £160 per incident and the council from additional refunds.

It may encourage more appeals elsewhere, pressuring councils to audit junctions proactively and leading to broader enforcement reforms that prioritise clarity over revenue. Local residents and commuters near East Croydon station benefit from a fairer traffic flow without the previous “trap” element.
