The crimes were committed against a teenage boy in a Heathrow hotel room in February 2024.
At the time, Fulker, 32, was a volunteer police cadet leader for the Met.
According to the Met, the Volunteer Police Cadets in Sutton, or VPCs, are the Force’s equivalent of cubs, scouts, and guides. They range in age from 10 to 18 and “come together with police officers to learn about policing in every London borough.”
Prior to entering the force, Fulker was a police cadet. Fulker has served in the Met as a staff officer to a Metropolitan Police commander and as a supervisor to police cadets.
At a previous hearing, he entered a guilty plea to three charges of misconduct in public office for sending the victim and another adolescent sexualized WhatsApp messages.
Commander Pete Stevens said:
“The actions of former PC Fulker were despicable.
He abused his position of trust as a cadet leader to take advantage of these boys in the most appalling way.
Since these allegations came to light we have fully inspected all volunteer police cadet units across London to ensure they are operating in line with correct policies and safeguarding practices.”
After declaring in court that he intended to enter a guilty plea to misconduct in public office, Fulker was arrested in February 2024, charged, and fired from the force in March 2024 following an accelerated misconduct process.
“He was found to have breached the standards of professional behaviour in relation to discreditable conduct, and authority, respect and courtesy at the level of gross misconduct,”
according to the Met.
He was fired without warning and put on the College of Policing’s forbidden list, which prevented him from working for the police, local law enforcement agencies, the Independent Office for Police Conduct, or His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services.
On February 27, Fulker will receive his sentence.
