Why Is a Terminally Ill Resident Facing Extreme Heat in Balaam House?

Sitting in the lounge of his flat in Balaam House on Collingwood Road, West Sutton, where the room temperature had just touched 30C during a visit, 69-year-old Jeffrey King detailed the daily struggle of living with a terminal illness in severe heat. King, who has lived in the building for 11 years, was diagnosed with blood cancer in August 2024 and given a two-year prognosis by medical professionals.

As reported by Harrison Galliven of the Local Democracy Reporting Service (LDRS), King stated:

“I’m under enough pressure now, I’m dying. The last thing I want to do is sit here baking to death.”

King explained that while he attempts to make the most of each day following his terminal diagnosis, conditions inside the 1960s council block have made daily life unbearable. He noted:

“Everyone would like a longer life. When you have got to go, you’ve got to go, but I’d rather not be sitting in a sweatbox.”

Having previously worked as a highways engineer on roads across London and the South Coast, King remarked that he was once used to working in intense heat. “Without exaggerating, I changed my T-shirt and shorts five times yesterday, and I keep the blinds closed all day. I have to get out as much as possible.”

How Are Overheating Conditions Impacting Other Block Residents?

The high temperatures inside Balaam House have been an ongoing issue throughout the summer months. As detailed by Harrison Galliven of the LDRS, the LDRS initially reported on conditions within the 18-storey building in June 2026, when consecutive heatwaves first hit South London. At that time, several of the block’s more than 100 residents suffered heat-related illnesses, including severe vomiting, resulting in temporary rehousing for some households.

Resident Rhonda Scott previously told the LDRS that temperatures inside individual flats had climbed as high as 35C, making the building feel completely disconnected from outdoor conditions. As quoted by Harrison Galliven of the LDRS, Scott noted:

“When people say ‘enjoy the heat’, I think ‘that’s alright for you, why don’t you come down to Balaam House and say that?’”

According to King, excessive heat has become the primary topic of discussion among neighbours. As reported by Harrison Galliven of the LDRS, King stated:

“Everyone is overheating, everyone is ratty,”

adding that another neighbour had recently been admitted to hospital due to a heat-related illness. He added:

“This weather and living in this building makes you miserable.”

Residents have described the contrast in temperature as so stark that they experience goosebumps upon leaving the building into the cooler outside air.

What Measures Has Sutton Housing Partnership Provided for Residents?

Balaam House is managed by Sutton Housing Partnership (SHP), an arms-length management organisation responsible for overseeing London Borough of Sutton Council’s social housing stock.

While SHP has distributed water, free cooling fans, heat sensors, and temporary rehousing during heat spikes, King expressed frustration with the scope of the intervention. As reported by Harrison Galliven of the LDRS, King stated:

“Giving people water and fans is just scratching at the surface of the problem. They are admitting there is a problem with the heating of the building by offering fans.”

Regarding King’s specific circumstances, SHP confirmed it had offered work to reduce internal temperatures in his flat alongside regular welfare checks. However, King explained to the LDRS that he declined temporary air conditioning units because the running costs were unaffordable on his low state pension. Instead, he maintains that SHP and the local authority must implement permanent structural solutions to keep the building cool.

In an official statement, SHP stated that it continues to support residents during extreme weather through welfare visits, bottled water, free electric fans, and temperature monitoring devices to identify properties requiring targeted intervention.

What Concerns Exist Regarding Cladding and Building Safety?

In addition to thermal comfort issues, residents of Balaam House have voiced continuing frustration over external cladding and safety assessments. Addressing these concerns on behalf of the council, Councillor Short, Chair of the Housing, Economy and Business Committee, stated that the local authority had shared the Fire Risk Assessment of External Walls (FRAEW) directly with residents. Short confirmed that the assessment concluded “no remedial works are required to the cladding or external wall systems.”

Despite this outcome, tenant representatives highlight ongoing exhaustion among occupants who feel long-term structural issues remain unaddressed.

Balaam House is an 18-storey residential tower block located on Collingwood Road in West Sutton, originally constructed during the 1960s. The property forms part of Sutton Council’s housing portfolio managed by Sutton Housing Partnership.

The tower block underwent significant external modifications in April 2013, when a new cladding system was installed across the building facade. At the time of installation, Sutton Council highlighted the project as a pioneering architectural development for social housing infrastructure in the United Kingdom.

However, following national revisions to building regulations and high-rise safety scrutiny after 2017, residents raised questions regarding internal ventilation, insulation performance, and external materials.
